3. Q: When we megger our circuits after a rain, the readings are lower than usual. Doesn't this mean that there is water leaking into our circuit somewhere?
A: Not necessarily. No insulator (in this case the rubber of the cables, connectors and transformers) is perfect. So there will always be electrical leakage to earth. But if the circuit is in very dry conditions, then there isn't much of an earth to leak to, so readings may be (artificially) high. When it gets wet, then there is an earth in direct contact with the insulation, so readings will go down.
